SysTest Labs is providing Independent Verification and Validation (IV&V) services to the Wyoming Department of Health (WDH) to support its implementation of a Total Health Record (THR) system. The THR Project represents a full Health Information System which includes a full Health Information Exchange (HIE) for the Medicaid recipients/beneficiaries in the State of Wyoming.
The project is being implemented in two phases. First is the portal standup exercise where data is loaded from multiple sources into the THR, including the Medicaid system and the pharmacy system. Additionally, a full ePrescribing solution for participating Providers is also being implemented. The second phase is focused on rolling out a full HIE where the HL7 standard 2.x is implemented, as well as the Continuity of Care Document (CCD) per beneficiary. This is a high profile project for WY with the expectation that the American Recovery and Reinvestment Act (ARRA) 2009 will provide grant funding to facilitate Electronic Health Records (EHR) in the future after “Meaningful Use” standards are developed and the transmittal of those records between multiple Providers using the HL7 standard. Business Process Review. SysTest Labs is providing continual audit reports to both the THR system implementation vendor and the State of Wyoming on value added project improvable measures. These recommendations follow numerous industry standards including those from IEEE and ISO.

Technical Process Review. SysTest Labs is providing input on the overall technical architecture of the system. This includes validating that the THR system implementation vendor is implementing the technical solution using proper standards for the solution. Given that health information, specifically Personal Health information (PHI) and Personal Identifiable Information (PII) data is used throughout the system, security is also a key focus for the IV&V Team. Continued project process evaluation by the IV&V Team relative to both State law as well as Federal law including HIPAA, are key focuses of the IV&V Team to minimize or eliminate risk to all Stakeholders.

Test Review. Given the importance of testing the solution, the SysTest Labs IV&V Team continues to provide testing process improvement for both the implementation vendor and the State for proper test standards to validate system functionality. During UAT, the IV&V Team provides support on the development and implementation of a full UAT cycle so that all stakeholders have a high confidence level that the system performs as designed.

Independent Requirements Traceability Matrix (RTM). To validate that agreed upon requirements are being met by the implementation vendor, the IV&V Team is managing an independent RTM which traces all requirements from Joint Application Design Sessions through the Testing Phase.

Deliverable Review. All deliverables and project artifacts submitted by the implementation vendor or developed by the State are reviewed by the IV&V Team to validate that there are no project risks based upon previous project experience by the IV&V Team and applicable standards
