SLI Tests Voting Machines for the District of Columbia

The Washington DC Board of Elections and Ethics (DCBOEE) contracted with SLI to providing a forensic analysis of the voting system used in the District of Columbia. SLI conducted system audits and tests prior to and post the September 2010 primary election as well as the November 2010 general election to ensure (1) that the deployed system was identical to the certified baseline and (2) no improper data entry or security penetration occurred that would affect count accuracy.
  • SLI conducted a full forensic analysis of the election system that included taking complete before and after images of the Election Management System tally function
  • SLI analyzed all servers and client machines which made up the District’s election management system; the central count voting units, and high speed scanners
A statistically significant random sampling (at a 99% confidence level) of the touch screen voting units was selected for site verification through audit of hash codes and reading the e-PROM to ensure the deployed system was identical to the certified product.
