EAC VOTING SYSTEM TEST LAB (VSTL)
Voting system certification is a voluntary program administered by the Election Assistance Commission (EAC). Compliance testing of voting systems to the voting system standards (VSS) and voluntary voting system guidelines (VVSG) is carried out by accredited Voting System Test Labs (VSTL). SysTest Labs is one of the first companies to be accredited by the EAC and the National Voluntary Lab Accreditation Program (NVLAP) as a VSTL. As a manufacturer of electronic voting systems, you have the option of selecting a VSTL from a small group of accredited labs. Your decision will most likely be based on the VSTL’s integrity, depth of voting system and process knowledge and experience, breadth of testing resources, and a commitment to both effective and efficient test methods.

SysTest Labs is your choice.

As a VSTL, we are ever mindful of the following priorities:
  • Public interest in a voting system that is accurate, reliable, maintainable, usable, secure, and meets all applicable standards for voting systems;
  • Quality, comprehensiveness, integrity, and objectivity in Voting System Test and Certification activities and a continuous effort to monitor and improve quality;
  • Security of the testing environment, equipment, and materials as well as adherence to contracts and agreements with manufacturers;
  • Authority of the EAC in Voting System Certification and consistency among Voting System Test Laboratories.
Our record of service in the testing of electronic voting systems is well known throughout the EAC, NIST/NVLAP, and the manufacturing community. Our commitment to high quality, independent voting system certification testing is second to none. Our accredited ATOM™ process sets the industry standard and provides for:
  • Project planning, estimation and management;
  • Personnel, equipment and facility resources required to perform certification tests;
  • Electronic and physical control and management of files, data, results, and equipment;
  • Functional and Physical Configuration Audits and Testing
    • General test plans for all types of voting systems
    • Evaluation of design, documentation and test history of candidate voting systems
    • Preparation of detailed test plans, test procedures, and test data
    • Execution of all required tests
    • Evaluation of the system against all applicable Voting System Standards
  • Reports of the test results, supplemented by findings and conclusions;
  • Evaluations and recommendations, to the EAC, regarding certification or non-certification of each candidate system
  • Above all, absolute integrity and dedication to the best in software certification testing
Our process for engagement is straightforward and designed to ensure that all parties fulfill the requirements laid out in the EAC’s 2006 Testing and Certification Program Manual. Each manufacturer engaged with SysTest Labs for VSTL certification testing is required to enter into a Master Services Agreement with Statements of Work governing each testing campaign.
